Apply for Home Improvement Programs
Maricopa County homeowners concerned about the health, safety, and energy efficiency of their home may be eligible for assistance from the Human Services Department. The Housing and Community Development Division provides home weatherization and home rehabilitation services to qualified residents living in select communities of Maricopa County.
Please note that the Housing and Community Development Division does not discriminate on the basis of race, color, religion, national origin, familial status, sex, disability, or age. Programs and services offered are subject to the availability of funding.
To apply for home repair, weatherization, and/or home rehabilitation, follow the step-by-step instructions listed below.
Maricopa County homeowners experiencing a home repair emergency may receive assistance from the Human Services Department to improve the health and safety of their home.
How to Apply
Check Eligibility
To qualify for emergency home repair, homeowners must meet the following criteria:
- Home is in Maricopa County; and
- Household’s total annual income is at or below 80% of the Area Median Income (AMI).

Gather Required Documentation
The Human Services Department will contact you to discuss next steps. Documents that may be requested from you at this time include, but are not limited to:
- Photo identification of applicant
- Proof of homeownership or landlord agreement
- Client Agreement Form
Please note that additional documentation may be requested by the Human Services Department to determine eligibility.
Homeowners living in select communities of Maricopa County may be qualified to receive home rehabilitation assistance including emergency repair and/or minor/major rehabilitation services.
If you live in Phoenix, please contact the City of Phoenix Neighborhood Services Department to learn about their home repair program. For all other homeowners that live outside of our service area, please contact your city or town to learn if similar services are offered.
How to Apply
Check Eligibility
To qualify for home rehabilitation, homeowners must meet the following criteria:
- Home is in the city/town limits of Buckeye, Cave Creek, El Mirage, Fountain Hills, Gila Bend, Guadalupe, Litchfield Park, Tolleson, Wickenburg, or Youngtown or in an Unincorporated Area of Maricopa County
- Home is occupied by the owner
- Applicant legally lives in the United States
- Household’s total income is at or below 80% of the Area Median Income

Waitlist for Services
Once the Human Services Department has contacted you to discuss eligibility and application requirements, you may be added to the program’s waitlist.
Gather Required Documentation
The Human Services Department will contact you to discuss next steps. Documents that may be requested from you at this time include, but are not limited to:
- Photo identification of applicant
- Proof of citizenship or lawful presence of applicant
- Social Security cards of all household members
- Documentation of all household income received in the 90 days prior to application date
- Proof of applicant’s home ownership (deed or title)
- Recent gas and electric bills with account numbers and service address listed
Please note that additional documentation may be requested by the Human Services Department to determine eligibility.
Maricopa County homeowners living outside the cities of Phoenix and Mesa may receive weatherization services to improve the health and safety of the home and environment by increasing energy efficiency and conserving natural resources.
Weatherization measures include, but are not limited to:
- Installation of energy-efficient light bulbs, smoke alarms, and insulation
- Repair or replacement of water heaters, air conditioners, and insulation

- Home is in Maricopa County but not the cities of Mesa or Phoenix;
- Home is occupied by the owner;
- Applicant legally lives in the United States; and
- Household’s total income is at or below 200% of the Federal Poverty Level.

Once the Human Services Department has contacted you to discuss eligibility and application requirements, you may be added to the program’s waitlist. Due to high demand, the weatherization program currently has a waitlist of more than one year.
