Ed Winfield
Chief Information OfficerEd is the Chief Information Officer of Maricopa County and leads the Office of Enterprise Technology. In that role, Ed has responsibility for all aspects of County information technology strategy, operations, service and security. Ed is an accomplished executive IT leader with a passion for maximizing customer satisfaction through innovative business solutions and an unwavering commitment to technology leadership. Prior to joining Maricopa County, Ed served as the CIO for Wayne County, Michigan. He has also held executive IT leadership roles in manufacturing, consumer goods, logistics, transportation and consulting. Ed has been recognized for his leadership and achievement via awards including State of Michigan CIO of the Year, Government Technology Top 25 CIO and Computerworld Top 100 CIO.

Todd Bright
Deputy CIO, Enterprise InfrastructureTodd is the Deputy Chief Information Officer. He leads the Office of Enterprise Technology's (OET) Infrastructure and Communications Technology (ICT) division. He joined Maricopa County in October 2016 and has over 27 years of public sector professional experience with the State of Arizona, serving in many capacities including the DES Deputy Director of Operations, overseeing the Department's core technology, business operations, LEAN performance management, professional development, and human resource functions. Todd's other previous executive roles with the State of Arizona include Division Director over the Child Support Services Division, Business and Finance Division, and Technology Services. He has a double major Bachelor's Degree in Management Information Systems and Accounting from the University of Arizona. Todd also possesses three professional certifications including the Certified Public Accountant (CPA), Certified Information Systems Auditor (CISA), and Certified Government Financial Manager (CGFM).

Karen Connelley
Deputy CIO, Advanced ServicesKaren is the Deputy Chief Information Officer. She leads the Office of Enterprise Technology’s (OET) Advanced Services division, which includes Applications Development, Enterprise Architecture, Business Analysis, and Innovation. She is an Executive IT Leader with over 20 years of IT experience both in the private and public sector. Prior to joining Maricopa County, Karen spent several years with the State of Arizona working in the Arizona Strategic Enterprise Technology organization where she managed the Workplace, Collaboration, and Security services portfolio along with the enterprise IT contracts. In addition, Karen has held executive Vice President Positions for Actuate Corporation a Business Intelligence company as well as Vice President of Merchant Services Technology for American Express Financial Services. Karen has also been recognized in 2018 as one of the Top 50 Woman in Tech by Statescoop.

David Moss
Director, Data Management and GISDavid is the Geographic Information Officer for Maricopa County. David joined Maricopa County in June 2014, relocating from Houston, Texas. David has over 12 years of GIS experience in various disciplines such as public works, land surveying, emergency management, and land records. As the former GIS Manager with Harris County, Texas, one of the largest appraisal districts in the country, he led his team to implement numerous innovative methods and procedures using GIS.

Michael Miller
Director, Administration and PMOMichael is the Director of Administration leading the Finance, Project Management Office, Human Resources, and Communications areas. He joined Maricopa County in October 2017 with over 30 years of IT Management experience in both the public and private sectors. As a former consultant, Michael has worked with the City of New York, Los Angeles County, and State of Arizona. Michael is an accomplished leader focusing on quality, customer satisfaction, communication, repeatable processes, and consistency.

Dave Davis
Director, Business Engagement and InnovationDave is the Director of Business Engagement and Innovation. His experience spans both public and private sectors where he’s provided strong technical leadership, vision and innovative solutions to meet business’s short-term challenges and to drive long-term success. Dave believes that great customer service is key to forge the strong business/IT partnerships that drive success. Prior to joining the Office of Enterprise Technology, Dave was the CIO for the Maricopa County Sheriff’s Office. He has held senior IT leadership positions in other County departments. Dave’s private sector experience includes application development management in the manufacturing and business sectors and training in the education sector.

Lester Godsey
Chief Information Security OfficerLester Godsey is the Chief Information Security Officer for Maricopa County, leading all cybersecurity and data privacy efforts for the organization. Prior to Maricopa County, Lester was the CISO/CPO for the City of Mesa, AZ. With over 25 years of higher education and local government IT experience, Lester has spoken at local, state and national conferences on topics ranging from telecommunications to project management to cybersecurity and data. Lester has taught at the collegiate level for over 12 years in the areas of technology, business and project management. The author of numerous trade journal and online magazine articles, he is CISM (Certified Information Security Manager) and PMP (Project Management Professional) certified. He holds a BA in Music and a MS in Technology, both from Arizona State University.

Erick Lao
Director of Customer Engagement and WorkspaceErick is the Director of Customer Engagement and Workspace, leading the Office of Enterprise Technology’s (OET) Desktop, Customer Service Center and Service Management division. With over 22 years in IT Operations and Delivery, Program and Transition Management, Erick is an ITIL certified technology leader that drives continuous improvement, exceptional results and performance. Erick has managed global IT operations in large scale infrastructure environments with an emphasis on innovative solutions, business value and exemplary delivery. His diverse background includes working in consulting, financial, logistics and healthcare sectors. He holds a BS Computer Science from Arizona State University along with a Masters in Business Administration and is HDI, Six Sigma, ITIL and MCP certified.
