Homeless Services Unit
As part of the Maricopa County Human Services Department, the Homeless Services Unit (HSU) is responsible for leading and collaborating with the community to make homelessness rare, brief, and non-recurring on a macro and micro level. HSU helps the community by funding, leading, and collaborating with the various contracted partners who directly deliver services for street outreach, navigation services, case management, shelter operations, and other personalized social and well-being services to help people experiencing homelessness move past the condition into a healthy, safe, and sustainable living situation where they are supported and successfully addressing their needs once their housing has been stabilized.
Maricopa County is committed to contributing solutions to the regional issue of homelessness by utilizing federal and general funds to resolve an individual's or family’s experience of homelessness by providing low-barrier shelter, rental assistance, bridge housing, service navigation, seasonal heat relief shelters, engagement and incentive programs for property managers and owners.

Hand in Hand
Maricopa County, in collaboration with Community Bridges Inc., is offering outreach services to people experiencing homelessness in unincorporated and targeted communities of Maricopa County. The program is called Hand in Hand Street Outreach.
Members of the public concerned about the well-being of people experiencing homelessness in unincorporated areas of Maricopa County may initiate a request for service by emailing as many details as possible about the location and number of people to MaricopaCountyReferral@cbridges.com.
Threshold – Landlord Engagement
As part of a comprehensive suite of investments to address affordable housing needs and support people experiencing homelessness, the Maricopa County Board of Supervisors has approved a $5 million program funded by federal American Rescue Plan Act (ARPA) dollars that expands rental options for people exiting homelessness. Known as ‘Threshold,’ the program features a centralized network of property owners and managers who have committed to providing safe and affordable rental options to help people transition from homelessness to housing. The initiative is the result of a public-private collaboration between Maricopa County’s Human Services Department and HOM, Inc., an Arizona-based organization dedicated to offering housing opportunities for people facing homelessness and housing instability.
